DISCUSSION & DECISIONS
Community Wildfire Resilience Plan (Report No. 25-60)
Council received for consideration the Community Wildfire Resilience Plan, the City’s updated wildfire risk-reduction strategy created under the Province’s new 2025 planning framework. The plan supersedes the 2020 Community Wildfire Protection Plan and includes 33 recommendations that focus on FireSmart education, vegetation management, emergency planning, and inter-agency collaboration. The plan positions the City to continue wildfire preparation work and meet the requirements of provincial grant funding. The formal resolution will be considered for adoption at the December 1, 2025, meeting.

2025 City Hall Holiday Closure (Report No. 25-78)
Council authorized the closure of City Hall to the public on December 29, 30, and 31, 2025, during the holiday season.

South Sewage Treatment Plant Communications Plan (Report No. 25-85)
Council received for consideration the planned communications for the South Sewage Treatment Plant, supporting ongoing efforts to address biosolids management and odour concerns at the facility. Communications will align with the City’s ongoing Liquid Waste Management Plan process. The formal resolution will be considered for adoption at the December 1, 2025, meeting.

BYLAWS
RDCK Letter of Consent – Kootenay Lake West Transit Service Establishment Amendment Bylaw No. 3036
Council provided consent, on behalf of City electors, to the RDCK for adoption of Bylaw No. 3036 – Kootenay Lake West Transit Service Establishment Amendment Bylaw, updating the service area’s governance framework.

COMMUNITY
Residents of Connors Road & Riverside Crescent – Encampments and South Sewage Treatment Plant
Council received correspondence from residents expressing concerns regarding encampments and operations at the South Sewage Treatment Plant.
The Chief Administrative Officer provided an overview of current encampment locations and the ongoing work being undertaken to address safety, property impacts, and community concerns. Council discussed the issues, and staff will continue coordinating responses.

Castlegar Violence Against Women in Relationships Committee – Purple Lighting Request
The Council approved a request from the Castlegar Violence Against Women in Relationships (VAWIR) Committee to illuminate the Kinnaird Overpass lights in purple from November 25 to December 10, in recognition of the National Day of Remembrance and Action on Violence Against Women and the 16 Days of Activism Against Gender-Based Violence.
