Council Highlights offer a summary of key decisions made by Council that help shape Castlegar’s future. DELEGATIONS

Grandview Park & Playground Association

Stephen Hill presented on behalf of the association, sharing community efforts to develop a neighbourhood park and playground. He highlighted support from residents and organizations, including the Castlegar Rotary Club and private contributors. The next steps, such as formalizing requests, contributions, and design specifics, were discussed with Council.

 Sinixt Confederacy – Chinook Salmon Reintroduction Study Update

Herb Alex, Senior Policy Advisor, with the Sinixt Confederacy, provided an update on the Chinook reintroduction study. He explained Chinook salmon’s ecological and cultural significance, outlined progress with fish transport, tagging, and monitoring, and noted collaboration with agencies and community notifications. He added that thousands of fish have been introduced above the Grand Coulee Dam, with early results showing strong survival and return rates.

 Doane Grant Thornton Auditors

Representatives from Doane Grant Thornton presented the City’s 2024 Audited Financial Statements. They confirmed that the financial position of the City of Castlegar, including its results of operations, net financial assets, and cash flows, is in accordance with Public Sector Accounting Standards.

 DISCUSSION & DECISIONS

 January – June 2025 Supplier List (Report No. 25-65)

Council received the January to June 2025 Supplier List for information, continuing the City’s commitment to transparency and accountability. The report provides a semi-annual update on all supplier payments, including goods, services, grants, operational costs, and tax requisitions. In accordance with privacy legislation, payments and reimbursements to employees or tax and utility refunds are excluded.

2024 Audited Financial Statements (Report No. 25-66)

Council approved the 2024 Audited Financial Statements. The Director of Finance & Technology presented the key findings of the audit, confirming that the City’s financial position and results of operations are fairly stated and in accordance with Public Sector Accounting Standards.

 COMMUNITY

Council passed resolutions to recognize upcoming awareness events by illuminating the Kinnaird Overpass as follows:

  • September 15–21, 2025 – Red for National Coaches Week (except September 20)
  • September 20, 2025 – Green for World Mitochondrial Disease Week

Council passed a resolution to provide a letter of support to the Castlegar Queen Committee for their attendance at the Oliver Youth Ambassador Pageant on September 19, 2025.
