Parking Supply & Demand Study

The City of Castlegar adopted Community Plan 2033 and Zoning Bylaw 1428 in July 2024. These documents provide a framework to guide future growth in the City over the next 20 years. The City would like to focus on off-street parking needs and demand based on growth projections in the Community Plan.

The City is looking to increase and promote development in the Downtown and Uptown areas of the City. Parking standards have been cited as a barrier to development in the Downtown due to cost and availability of land.

Review is required to better understand parking needs and proactively plan for and incent affordable housing and higher-density residential and mixed-use development in the Downtown and Uptown.

The first phase of this project includes a technical analysis of existing supply and demand for parking in both areas and to look at best management strategies used for parking in comparable communities. This phase of the project is anticipated to be completed in the spring of 2025.

The second phase of this project will include engaging the business community in how to best manage parking over the next 10 to 20 years to help inform the different approaches that could be considered. This phase of the project will be launched over the summer months of 2025.
