DELEGATIONS

Kootenay Rockies Disc Golf Society

In June 2025, Council directed the Kootenay Rockies Disc Golf Society (Society) to undertake user group-led community engagement on a proposed disc golf course at Kinnaird Park to gather feedback and address potential concerns.

The Society reported on the engagement process, noting that approximately 50 people, including two Councillors, attended a recent open house with strong support for the proposal and constructive dialogue. However, some participants raised concerns about preserving huckleberry habitat, hazardous trees, safety for daycare attendees, and broader forest conservation. The Society outlined potential mitigation measures such as adjusting the course to 9 holes, consulting on hazardous tree risks, and adding safety and conservation signage.

Council expressed its support for this project and voted to advance the initiative by directing staff to work with the Society to understand the next steps to potentially construct up to an 18-hole course at Kinnaird Park and to report back at a future meeting.

 DISCUSSION & DECISIONS

Appointment of Municipal Insurance Association of BC Voting Delegate and Alternate 2025 (Report No. 25-71)

Council appointed Councillor MacLeod as the City of Castlegar’s voting delegate and Mayor McFaddin as the alternate voting delegate for the Municipal Insurance Association of BC Annual General Meeting. The AGM will be held on September 23, 2025, during the Union of BC Municipalities Convention in Victoria.

2024 Statement of Financial Information (Report No. 25-67)

Council approved the 2024 Statement of Financial Information (SOFI) for submission to the Ministry of Municipal Affairs. The SOFI is required annually under the Financial Information Act and includes audited financial statements, schedules of remuneration, expenses, suppliers, severance agreements, guarantees, and indemnities. Although the 2024 SOFI was delayed due to staff absences, the Province was advised and is anticipating the City’s submission now that it has been approved.

2024 Annual Report (Report No. 25-72)

Council approved the release of the draft 2024 Annual Report to the public, including the audited financial statements for the year ending December 31, 2024. The Annual Report provides information on the City’s financial position, municipal services and operations, permissive tax exemptions, performance measures, and objectives for the upcoming year.

The draft report is available online and at City Hall prior to the Annual Meeting, which will be held on October 6, 2025, at 7:00 p.m. during the Regular Council Meeting. Members of the public will have the opportunity to provide comments at that meeting.

COMMUNITY

Council passed a resolution to recognize World Cerebral Palsy Day by approving a request from the Cerebral Palsy Association of British Columbia to illuminate the Kinnaird Overpass in green on October 6, 2025.
