West Kootenay Regional Airport

Request for Proposals 2025-09 West Kootenay Regional Airport Air Terminal Building Expansion–Architectural Services

Council approved awarding the architectural services contract for the West Kootenay Regional Airport Air Terminal Building expansion to Kasian Architecture Interior Design and Planning Ltd. for $720,000 plus taxes. Kasian was selected based on their proposal, which included a strong team, relevant airport experience, and understanding of the local context.

The expansion will improve passenger capacity and experience, increase revenue opportunities, and support regional economic growth. Design work begins this summer, supported by $6 million in external grant funding, with construction expected through 2027 and into 2028. The total value of the project is approximately $10 million.

Ramcar Rentals Ltd Airport Vehicle Rental License Agreement

Council approved a two-year vehicle rental license agreement with Ramcar Rentals Ltd., effective July 1, 2025. Ramcar Rentals Ltd., a locally owned company, will become the second car rental provider at the West Kootenay Regional Airport, starting with a fleet of five vehicles.

The agreement includes the use of terminal office space, parking stalls, and overflow parking. This agreement enhances service for travellers and increases revenue ahead of the summer season.

Grant Application

Plan H Community Connectedness Grant Application – Bridging Belonging Project

Council approved submitting a $5,000 grant application to the Plan H Community Connectedness Grant Program for the Bridging Belonging project. This initiative, developed in partnership with Castlegar Community Services, Selkirk College, Interior Health, and the Lived Experience Circle on Homelessness, aims to strengthen community cohesion, reduce stigma, and improve community interactions with unhoused individuals.

The project will focus on the creation of a practical toolkit to help residents navigate encounters with unhoused individuals empathetically and safely and include the facilitation of a community event to promote the toolkit

Community

Kimsismusic Team

The Kimsismusic team is organizing the Downtown Castlegar Amazing Race for Kids on Friday, August 29, 2025, from 2 to 4 p.m. This fun and interactive event aims to support local downtown businesses and raise funds to help participants obtain youth engagement program certification.

City Hall will host a station during the event, during which up to 100 children will rotate through a series of activity stations.

Castlegar Nordic Ski Club

The Castlegar Nordic Ski Club requested a letter of support from the City for its upcoming application to the 2025 BC Community Gaming Grant – Public Safety Intake. The funding will help the Club continue to provide safe, accessible, and well-maintained winter recreation opportunities at the Paulson Nordic Ski Trails. The City has provided the requested letter in support of the Club’s Trail Maintenance and Safety Program, recognizing its value to public safety, tourism, and community well-being.
