DELEGATIONS

Castlegar & District Heritage Society – Budget Discussion
Council received a presentation from Maggie Shirley on behalf of the Castlegar & District Heritage Society outlining the Society’s vision, priorities, and funding request for 2026. The presentation highlighted current services, including the CPR Station Museum, Zuckerberg Island, and the Farmers’ Market, as well as plans to improve facilities, expand programming, and engage the public in early 2026.

DISCUSSION & DECISIONS

 Encampment Response Options (Report No. 26-02)
Council received a report outlining the City’s role, responsibilities, and limitations related to informal encampments within the community. The report provided context on local conditions, legal considerations, and current actions undertaken in collaboration with community partners, including outreach services, emergency shelter support, and site clean-ups. Council received the report for consideration and discussion, with further direction to be considered through the budget process.

Temporary Use Permit – Arrow Building Supplies (Report No. 26-04)
Council approved the recommendation for Temporary Use Permit 2-25 to allow an Industrial-Light use at 2240 6th Avenue for furniture manufacturing by Kootenay Beds. The permit was approved for a three-year term within the C3 Corridor Mixed Use zone, to be adopted at a future Regular Council Meeting.

2025 Council Strategic Plan Implementation Report – Quarter 4 Update (Report No. 26-06)
Council received the Quarter 4 update on the 2025 Council Strategic Plan, outlining progress made on strategic priorities and key initiatives during the final quarter of the year.

2025 Q4 Community Grant Applications (Report No. 26-05)
Council approved Community Grant funding to support local organizations, including:

  • $1,400 to the Castlegar Rebels for playoff game sponsorship;
  • $1,000 to Special Olympics BC – Castlegar for the 2025 regional swim meet; and
  • $2,000 to Castlegar Youth Bowling for bowling uniform shirts.

COMMUNITY

Request to Illuminate the Kinnaird Interchange Overpass – Coldest Night of the Year
Council approved a request from the Blue Sea Foundation to illuminate the Kinnaird Interchange Overpass in winter blue, warm yellow, or valley blue on February 28, 2026, in recognition of the Coldest Night of the Year event.

Request to Illuminate the Kinnaird Interchange Overpass – Fibromyalgia Awareness
Council approved a request from the Fibromyalgia Association of British Columbia to illuminate the Kinnaird Interchange Overpass in purple from May 12–13, 2026, in recognition of Fibromyalgia Awareness.
