DISCUSSION & DECISIONS

Development Procedures & Fees Amendment Bylaw No. 1466 (Report No. 26-71)

Council gave First, Second and Third Readings to Development Procedures & Fees Amendment Bylaw No. 1466 on September 8 and adopted the bylaw on September 21.

The amendments update development application procedures, notification requirements, development approval information requirements and fee structures to reflect current legislation, administrative practices and professional best practices.

Ministry of Transportation and Transit Electric Kick Scooter Pilot Project (Report No. 26-69)

Council approved participation in the Province of British Columbia’s Electric Kick Scooter Pilot Project and authorized execution of the required agreement with the Province.

Participation in the pilot project will permit the operation of electric kick scooters on designated municipal roadways and cycling infrastructure in accordance with provincial regulations. Participation also provides the City with an opportunity to evaluate electric kick scooters as a transportation option while supporting the Province’s review of future legislative and regulatory requirements. The Province has indicated that it will not review new applications until after the Provincial election.

Council Procedures Bylaw No. 1462 (Report No. 26-68)

Council gave First, Second and Third Readings to Council Procedures Bylaw No. 1462 on September 8 and is coming forward for Council consideration of adoption at the October 5, 2026, Regular Council Meeting.

The proposed bylaw updates procedures governing Council and committee meetings and reflects legislative changes, current administrative practices and recommendations contained within the Province’s Procedure Bylaw Guide for Local Governments. If adopted, the bylaw will replace the City’s current Council Procedures Bylaw adopted in 2004.

Appointment of Municipal Insurance Association of BC Voting Delegate and Alternate (Report No. 26-72)

Council appointed Councillor Brian Bogle as the voting delegate and Councillor Cherryl MacLeod as the alternate voting delegate for the Municipal Insurance Association of BC Annual General Meeting, which was held in conjunction with the Union of BC Municipalities Convention on September 15.

2027 Budget Calendar (Report No. 26-73)

Council approved the 2027 Budget Calendar, establishing key milestones for development of the City’s 2027-2031 Financial Plan and 2027 tax rates.

The process includes an early public input period, Council budget deliberations, public review opportunities, a public open house, and consideration of the Financial Plan and Tax Rate bylaws. Residents were invited to submit project ideas and budget priorities for consideration between September 8 and September 25, 2026.

BYLAWS

West Kootenay Regional Airport Air Terminal Building Expansion and Groundside Improvements Loan Authorization Bylaw No. 1450

Council adopted West Kootenay Regional Airport Air Terminal Building Expansion and Groundside Improvements Loan Authorization Bylaw No. 1450.

The bylaw authorizes borrowing for airport infrastructure improvements associated with the terminal expansion and groundside works project.

South Sewage Treatment Plant North Train Renewal Project Loan Authorization Bylaw No. 1451

Council adopted South Sewage Treatment Plant North Train Renewal Project Loan Authorization Bylaw No. 1451.

The bylaw authorizes borrowing to support renewal of critical infrastructure at the South Sewage Treatment Plant as part of the City’s long-term asset management and service delivery objectives.

COMMUNITY

Castlegar Villa Society Organic Waste Requirements

Council received correspondence from the Castlegar Villa Society regarding concerns related to organic waste collection requirements for multi-family residential properties. Council discussed the matter and directed staff to respond with information regarding the Regional District of Central Kootenay’s organics program and available options for residents.

Elimination of the Columbia Connector Route 98 Bus Stop

Council received correspondence regarding the elimination of the Columbia Connector Route 98 bus stop serving the Blueberry Creek area. Council discussed the concerns raised and directed staff to provide a response outlining information received from BC Transit and the transit service provider regarding the route change.

Northern-Rural Homeowners Grant

Council received correspondence from the City of Prince George requesting support for a Union of BC Municipalities resolution regarding the Northern-Rural Homeowners Grant. Council approved providing a letter of support for the resolution.

Mayor Travel

Council authorized Mayor Maria McFaddin to attend the Independent Lumber Manufacturers’ Association Conference in Osoyoos, B.C. on September 21 and 22, 2026.

Attendance provided an opportunity to engage with industry representatives and discuss matters affecting the regional economy and local communities.
