City Takes Business Outside – Sidewalk Vendor Bylaw
Council approved a Sidewalk Vendor Bylaw which replaces the Open Streets Pilot Project by introducing specifications for storefront retail and patios and providing certainty by creating a long-term program through regulation. Open Streets was initiated in 2020 and extended to 2021 in response to the COVID-19 pandemic restrictions. The project allowed retail and food and beverage services to extend outside through storefront vending and outdoor patios on private and public spaces.
Design-build of City-wide Wayfinding Signage
Council received a recommendation from staff to award Request for Proposal 2022-05: Design-Build of City-wide Wayfinding Signage and Lighting Contract to Martech Electrical Systems Ltd. for a total value of $208,167 plus applicable taxes. This will be considered for adoption at the May 2, 2022 Regular Council Meeting.
Strengthening Communities’ Services Grant
Council formally supported an application to Union of British Columbia Municipalities’ “Strengthening Communities’ Services” 2022 Grant Program to strengthen Castlegar’s ability to support unhoused individuals and families.
- Development Permit 3/22, for the purposes of form and character of a mixed-use residential and commercial development at 2405 Columbia Avenue and 2404 6th Avenue. This Development Permit will be considered for issuance at the May 2, 2022 Regular Council Meeting.
- Development Variance Permit Application 5/20 (2225 Columbia Avenue) to vary: the setback from the centre line of Columbia Avenue; the north interior side lot line setback; the aisle width along the south side of the multiple residential building. This Development Variance Permit will be considered for adoption at the May 2, 2022 Regular Council Meeting.
- Development Permit 2/22, for the purposes of form and character of a recycling depot at 1335 Columbia Avenue. This Development Permit will be considered for issuance at the May 2, 2022 Regular Council Meeting.
Council gave First, Second and Third Reading to:
- Property Tax Penalty Bylaw No. 1377 which establishes when property tax penalties are applied; and
- Pre-authorization Tax Payment Plan Bylaw No. 1378 to implement an updated Pre-authorized Tax Payment Plan for residents.
