DELEGATIONS

Castlegar & District Economic Development Partnership
Representatives from the Castlegar & District Economic Development Partnership (CADED) presented an update to Council on their economic development activities and 2026 strategic priorities. The presentation highlighted key achievements to date, including the development of an economic development brand, marketing campaigns, a new website, and the launch of the “Thrive” attraction strategy. CADED also outlined its focus areas for 2026, including resident attraction and retention, sector development, workforce supports, business retention and expansion, and investment attraction, with an emphasis on targeted, high-impact initiatives to support economic growth in Castlegar and the surrounding area.

Jeremy Childs of Doane Grant Thornton Auditors presented the City of Castlegar’s 2025 Audited Financial Statements, providing an overview of the audit findings and the City’s financial position.

2026 Council Strategic Plan Implementation Report – Quarter 1 Update (Report No. 26-39)
Council received for information the Quarter 1 update on the 2026 Council Strategic Plan Implementation Report, which provides a high-level overview of projects and initiatives supporting Council’s strategic priorities.

Alternative Municipal Tax Collection Scheme (Report No. 26-35)
Council approved the establishment of an alternative municipal tax collection scheme for 2026, including a revised tax due date of December 30, 2026, for Major Industry (Class 4) properties, representing a six-month deferral from the standard due date.

Storm Water Management Parcel Tax Exemptions (Report No. 26-38)
Council approved the continuation of previously granted parcel tax exemptions, the addition of three new exemptions, and delegated authority to staff to grant future exemptions where multiple parcels are included within a single folio.

Request for Proposals 2026-07 – Castlegar Civic Works Site Improvements (Report No. 26-36)
Council approved awarding Request for Proposals 2026-07 to Simm Excavating & Snow Removal Ltd. for Civic Works site improvements and directed staff to execute the necessary documents

Request for Quotations 2026-08 – Castlegar Civic Works Site Trailers Supply & Install (Report No. 26-37)
Council approved awarding Request for Quotations 2026-08 to ATCO Structures & Logistics Ltd. for the supply and installation of site trailers at Civic Works and directed staff to execute the necessary documents.

Council Remuneration Review Committee Recommendations (Report No. 26-40)
Council considered recommendations from the Council Remuneration Review Committee and directed staff to amend Council Expense Allowance Bylaw 661 and Council Indemnity Bylaw 835 to clarify eligible expenses, update lost wage provisions, remove outdated references, and implement annual indemnity increases tied to the Consumer Price Index beginning in 2027. Certain recommendations, including changes related to attendance at the Federation of Canadian Municipalities conference, were not approved.

British Columbia Society for the Prevention of Cruelty to Animals Animal Control and Sheltering Agreement Extension (Report No. 26-32)
Council authorized a three-year agreement extension with the British Columbia Society for the Prevention and Cruelty to Animals for animal control and licensing services, including an annual cost of living increase equal to the Consumer Price Index.

2026 Tax Rates Bylaw No. 1456 (Report No. 26-34)
Council adopted 2026 Tax Rates Bylaw No. 1456, a bylaw to establish property taxation rates for municipal and external taxing authorities for 2026.

Alternative Municipal Tax Collection Scheme Bylaw No. 1457 (Report No. 26-35)
Council adopted Alternative Municipal Tax Collection Scheme Bylaw No. 1457, a bylaw to establish an alternative municipal tax collection scheme for the 2026 taxation year.

False Alarm Bylaw No. 1439 (Report No. 26-14)
Council gave First, Second, and Third Readings to False Alarm Bylaw No. 1439, a bylaw to regulate alarm systems and establish fees related to excessive false alarms

Council gave First, Second, and Third Readings to Municipal Ticketing Amendment Bylaw No. 1458, which updates enforcement provisions and aligns the Municipal Ticketing Bylaw with current regulations.

Council gave First, Second, and Third Readings to Local Government Election and Assent Voting Amendment Bylaw No. 1459, a bylaw to update election procedures in accordance with provincial legislation.

COMMUNITY

Request to Illuminate the Kinnaird Interchange Overpass – Lipedema Awareness Day
Council approved a request to illuminate the Kinnaird Interchange Overpass lights in purple on June 11, 2026, in recognition of Lipedema Awareness Day.

Council also discussed correspondence regarding flag-raising requests and directed staff to explore developing a policy to guide future flag and banner decisions.
