DELEGATION
Kootenay Climbing Association – CUBE 2.0
Representatives from the Kootenay Climbing Association presented to Council on CUBE 2.0, a proposed Olympic-standard climbing and training facility designed to expand regional sport and recreational capacity, support community access, and strengthen sport tourism. The presentation highlighted the vision for a welcoming year-round community hub, the use of local mass timber products, and the project’s potential economic development and tourism benefits. The project has an estimated total value of $15 million, with $3 million secured to date, and is anticipated to significantly increase capacity.

Emergency Management Organization Bylaw 1441 (Report No. 26-44)
Council considered a report to establish and maintain an Emergency Management Organization for the City of Castlegar in alignment with the Province’s Emergency and Disaster Management Act. The bylaw supports emergency and disaster mitigation, preparedness, response, and recovery, and establishes roles and protocols for the City’s emergency management program.

Parks Master Plan Presentation
Council received a presentation from Ryan Niddery, Acting Director of Municipal Services, on the Parks Master Plan. A Parks Master Plan is a long-term planning document that helps guide future decisions about parks, trails, green spaces, amenities, service levels, and prioritize capital investment. The presentation provided an overview of existing parks and green space, previous foundational work, regional context, communication and engagement, levels of service, and next steps. South Sewage Treatment Plant Biosolids Update Presentation
Council received a presentation from Aaron Geck, Assistant Manager – Utilities, and Anne Simonen, Project Manager, on the South Sewage Treatment Plant Biosolids Project. The presentation provided an update on the City’s current short-term biosolids handling process, which has yielded positive results, as well as information on the long-term biosolids solution study, next steps, and future concepts.

2025 Statement of Financial Information (Report No. 26-49)
Council approved the 2025 Statement of Financial Information for submission to the Ministry of Municipal Affairs, as amended to reflect an updated Council members’ expenses. Council also authorized the Mayor and Director of Finance & Technology to sign the Statement of Financial Information Approval form. The Statement of Financial Information is an annual reporting requirement and will be made available for public inspection.

Request for Proposals 2026-10 – Construction Management for the West Kootenay Regional Airport Air Terminal Building Expansion (Report No. 26-48)
Council approved a recommendation to award Request for Proposals 2026-10 to PCL Constructors Westcoast Inc. for pre-construction services for the West Kootenay Regional Airport Air Terminal Building Expansion in the amount of $60,000 plus applicable taxes and directed staff to execute the necessary documents.

False Alarm Bylaw No. 1439 (Report No. 26-14)
Council adopted False Alarm Bylaw No. 1439, a bylaw to regulate the use of alarm systems within the City of Castlegar and establish fees to be paid when RCMP services are provided in response to a false alarm.

Municipal Ticketing Amendment Bylaw No. 1458 (Report No. 26-41)
Council adopted Municipal Ticketing Amendment Bylaw No. 1458, a bylaw to amend City of Castlegar Municipal Ticketing Bylaw No. 1179.

Local Government Election and Assent Voting Amendment Bylaw No. 1459 (Report No. 26-43)
Council adopted Local Government Election and Assent Voting Amendment Bylaw No. 1459, a bylaw to update procedures for local government elections and assent voting and provide for the use of automated voting machines.

Emergency Management Organization Bylaw No. 1441 (Report No. 26-44)
Council gave First, Second, and Third Readings to Emergency Management Organization Bylaw No. 1441 on June 1 and adopted the bylaw on June 15. The bylaw establishes an Emergency Management Organization for the City of Castlegar.

Council Expense Allowance Amendment Bylaw No. 1460 (Report No. 26-45)
Council gave First, Second, and Third Readings to Council Expense Allowance Amendment Bylaw No. 1460, a bylaw to implement changes to expenses paid to Mayor and Council effective when the newly elected Council takes office November 2, 2026. The bylaw will be brought forward for Council consideration of adoption at the July 13, 2026, Regular Meeting.

Request to Illuminate the Kinnaird Interchange Overpass – World Mitochondrial Disease Week
Council approved a request from MitoCanada Foundation to illuminate the Kinnaird Interchange Overpass lights in green on September 19, 2026, in recognition of World Mitochondrial Disease Week.
Kootenay Climbing Association – Letter of Support
Council approved a request to provide a letter of support to the Kootenay Climbing Association for its CUBE 2.0 Build Communities Strong Fund grant application. Council also noted support for providing a secondary letter of support when more information is available.
Request to Illuminate the Kinnaird Interchange Overpass – World Fragile X Day
Council approved a request from the Fragile X Research Foundation of Canada to illuminate the Kinnaird Interchange Overpass lights in pink on July 22, 2026, in recognition of World Fragile X Day.
